- Permit records for the period illustrate the explosive growth. There were 43 permits (24 residential and 19 non-residential) issued in August 1941, when the building construction valuation hit the highest point of any month in Springfield’s history (to that date). Of those, 24 were for new houses with an average cost of just over $1000 (Springfield News 1941).
