Toa are formed when Matoran are exposed to a form of energy known tentatively as "Toa energy". This energy, which comes from other Toa, triggers a supply of such energy within the Matoran in question, which causes the transformation into Toa form. Other means of becoming a Toa exist, but they are rare.

History
As with the Matoran, the first Toa of the Northern Isles arrived in the fleet of ships fleeing the Matoran Universe. The only two Toa present were a pair of Toa of Fire. Over time, as Matoran civilisation in the Isles grew, more Toa were created. As of the present era, the current number of Toa alive in the Isles, excluding Juurhinka, exceeds 1000.
