The card will include matches resulting from scripted storylines and have results predetermined by WIW on the ShowDown brands. Storylines are produced on WIW's weekly television show, ShowDown.

On the January 19, 2017 episode of ShowDown, commissioner Dixe Finnegan announced that the main event of Steel Roulette would be an Elimination Chamber match for the WIW Heavyweight Championship. At World War on January 29, 2017, Mark Semmler defeated Kevin Hunter to regain the WIW Heavyweight Championship for the second time. The following day, Hunter was added to the match. On the January 31 episode of ShowDown, Dixie Finnegan and General Manager Turf Finnegan assured Hunter that he would eventually get a one-on-one rematch, before revealing the other participants in the Elimination Chamber match: United Nations Champion Daniel Mazurek, Aron Satre, Daniel Gonzalez and Jon Rispens. Royal Rumble winner Brent Huntley warned Semmler that if he is still champion after Elimination Chamber, he will take the title from him at Superbrawl X. Huntley and Rispens then faced Semmler and Jeremy Masiak, who has been at odds with Huntley ever since they lost the tag team titles; Huntley and Rispens won the match when Huntley pinned Semmler. Later that night, Hunter faced Mazurek with Satre on commentary. Gonzalez came out during the match and joined on commentary, but eventually attacked Satre. Mazurek attacked both Gonzalez and Satre before re-entering the ring allowing Hunter to defeat him. The following week, Mazurek, Gonzalez, Satre, Hunter had a Fatal four way match that Gonazlez won by pinning Satre. Later, Huntley faced Semmler. During the match, Masiak came out and attacked Rispens. Huntley attempted to attack Masiak but got surprised by Semmler with his finishing move and a win for Semmler; Huntely was scheduled to face Masiak at Steel Roulette.

At Soul Survivor, Courtney Hope was a attacked and assaulted by an unknown masked person during the 5–on–5 Women's Traditional Soul Survivor elimination match causing her to be in eliminated from the match. On the following ShowDown, Hope accused Becky Beall of being the attacker, due to her being eliminated earlier on in the match due to an argument between Hope and Beall, and the two faced each other at Christmas Chaos on December 4 in a No disqualification match that Hope won. After the match, Beall claimed that Beatrice LaGreca was the attacker. For the next couple of weeks, LaGreca denied the accusation until the December 22 episode of ShowDown, after she attacked Hope after the two had defeated Beall and Riley Austin and admitted to being the attacker due to pent up jealousy of Hope's success since debuting in WIW. The two went back and forth at each other over the next few weeks and were involved in the six-woman tag team match at the World War, where Hope's team defeated LaGreca's. On the February 2 episode of ShowDown, Turf Finnegan scheduled a match between Hope and LaGreca at Steel Roulette to settle their differences. The following week, the two traded barbs with one another, and afterwards on Talking Show, LaGreca attacked Hope.

On the December 22, 2016 episode of ShowDown, Allison Richards, disguised as a newcomer Luchador, defeated ShowDown Women's Champion Brittany Hiatt in a non-title match when she made the champion submit to the Crossface; after the match, Lynch unmasked herself. Over the next few weeks, an unknown female dressed as the Luchador began to aid Hiatt in matches against Richards, including Hiatt's successful title defense in a steel cage match. in the main event of the January 17 episode, where the female Luchador was unmasked as the debuting Jamie Carroll. The following week, Carroll explained her actions from why she did what she did; Richards then came out, but was ambushed by Hiatt and Carroll. Also, on the January 26 episode of ShowDown, Sarah Hicks was set to face Beatrice LaGreca, but the match was canceled after Courtney Hope attacked LaGreca backstage. Hicks then made an open challenge. Hiatt came out, not to accept the challenge, but to belittle Hicks. All four women then competed in a six-women tag team match at the World War pay-per-vie, where Richards and Hicks' team defeated Hiatt and Carrol;'s team after Hicks pinned Hiatt. The four were then invovled in a regular tag team match on the following episode of ShowDown, where Hicks again pinned Hiatt. Afterwards on Talking Show, Hiatt was scheduled to defend the WIW Women's Championship against Hicks at Steel Roulette. On February 9, a match was scheduled between Richards and Carroll for the Steel Roulette. On that night's episode of ShowDown. the four women had a contract signing for their respective matches that ended in a brawl with Hicks and Richards getting the upper hand and Hiatt and Carroll retreating.

On the December 27 episode of ShowDown, a championship four-way tag team elimination match occurred between The American Naturals, Cam Dana and Craig Dalton, The Larsons and defending champions The Family (represented by Brent Huntley and Jeremy Masiak), where The American Naturals won by last eliminating Huntley to become the champions. The Family invoked their rematch clause for the January 12 episode, but the American Naturals retained. On the February 2 episode, the American Naturals made an open challenge to any tag team on the ShowDown roster. The Larsons came out, followed by Darkness Rising, The PWC, J&J Knockout Kings, The Bad Boys and Cam Dana and Craig Dalton. A brawl ensued where the American Nautrals and Dana and Dalton were the last standing. Afterwards on Talking Show, a championship Tag team turmoil match between the seven teams was scheduled for Steel Roulette. The following week, the American Naturals, The PWC, and Dana and Dalton faced Darkness Rising, The Larsons, and The Bad Boys in a 12-man tag team match where Simmons of The Darkness Rising scored the pinfall on Dalton, later on in the evening, ShowDown General Manager Turf Finnegan welcomed other tag teams around the world to take place in the match at the event as well.
