[edit] Storylines

The card will include matches that result from scripted storylines, where wrestlers portray heroes, villains, or less distinguishable characters in scripted events that build tension and culminate in a wrestling match or series of matches. Results are predetermined by WIW's writers on the Rage and ShowDown brands, with storylines produced on WIW's weekly television shows, Wednesday Night Rage and Thursday Night ShowDown.

On the December 26, 2018, episode of Raw, WIW Chairwomen Glennda McAlmond announced that a new WIW Women's Tag Team Championship would be introduced in 2019. On the January 16, 2019, episode of Rage, on her segment "A Moment with Hiatt", Brittany Hiatt unveiled the championship belts and announced that the inaugural champions would be determined at Steel Roulette in a tag team Elimination Chamber match, featuring three teams from Rage and three teams from ShowDown, making the championship to begin with non-exclusive to either brand. Qualification matches to determine the three teams from Rage took place on the January 30 and February 6 episodes of Rage: the teams of Scout Compton and Renae Geerlings and The Hope Squad (represented by Dianna Agron and Rachele Brooke Smith), and Alicia Charles and Julie Carter each qualified by defeating the teams of Hiatt and Maddie Davis, and Beatrice LaGreca and Victoria Lehr, and Krysta Buska and Brooke Wright, respectively. Qualification matches to determine the three teams from ShowDown took place on the January 31 and February 7 episodes of ShowDown: the teams of The Matteson Sisters (Kaila Matteson and McKaulie Matteson), The Evolved Iconics (Brook Slevin and Margaret Lamoreux) and Sarah Hicks and Kadee Jones each qualified by defeating the teams of Cassandra Weigand and Brittany Harris, Amber Ekness and Kaelianna Anderson, and Leigh Hicks and Carolyn Kuser, respectively. On the February 13 and February 14 episodes of Rage and ShowDown, triple threat tag team matches occurred between each brand's three respective tag teams to determine which two teams would start the Elimination Chamber match. Carter and McKaulie were pinned in their respective matches, making Charles and Carter, and The Matteson Sisters the first entrants in the chamber.

At the World War, Joe Linderman and Turf Finnegan defeated The Revolution (Jason Downing and Jacob George) to win the WIW Heavyweight Tag Team Championship. On the following episode of ShowDown, The Larsons (Steven Larson and Tom Larson) defeated The Revolution, The Dooms Day (represented by Marc Beltran and Steve Britz), and The PWC (Russell Dalton and Chris Wheat) (who attacked the fourth team and took their spot) in a four-corners tag team elimination match to earn a championship match at Steel Roulette.

At the World War, Mark Semmler defeated Kevin Hunter to retain the WIW Heavyweight Championship with help from the returning Truax. On the following episode of ShowDown, Semmler explained why Truax joined his 'cause' and threw the standard leather-bound title belt with metal plates in a garbage can and introduced a new custom belt made out of another type of strap, he allows. Hunter then confronted Semmler followed by Brent Huntley, Peter Damrow, Devin Sullivan, and Travis Capps, they all told Semmler he was ruining the lineage of the any Heavyweight titles from the past. After an ensuing brawl, one of WIW's owner, Rex Martin scheduled Semmler to defend the championship against Hunter, Damrow, Sullivan, Huntley and Capps in an Elimination Chamber match at the pay-per-view. A gauntlet match between the six was scheduled for the February 14 episode to determine who would enter the chamber last. Due to a legitimate injury sustained during a live event, however, Capps was pulled from the match and replaced with The Dooms Day's Steve Britz. Huntley won the ensuing gauntlet match, making him the last entrant in the chamber.

On the February 6 episode of Rage, World Women's Champion Sis Bates issued an open challenge for the title. The Hope Squad (Courtney Hope, Dianna Agron, and Rachele Brooke Smith) came out and Agron accepted the challenge, but was defeated. Immediately after, Brooke Smith stepped up, but was also defeated. Hope did not attempt to challenge Bates and instead retreated with her Squad. In a backstage interview, Haope stated that she was ensuring that her teammates were okay and claimed that she could defeat Bates at anytime. Later, it was revealed that Bates would defend her championship against Hoe at Steel Roulette.

On the January 30 episode of Rage, while Chris Gomez was addressing his loss to World Champion Tyler Mane in the triple threat match which also involved Kevin McAlmond at World War, he was interrupted by Evolved Revolution'sInternational Champion Eric Stevens, Daniel Gonzalez, and Victoria Lehr. Stevens claimed that he was better than Mane and then all three attacked Gomez, until McAlmond made the safe, chasing Evovled Revolution from the ring. The following week, Gomez was scheduled to face Stevens, but Stevens instead had Gomez face Gonzalez. Stevens stated that depending on Gomez's performance, he would consider giving him a title shot, but before the match could begin, Stevens attacked Gomez, until McAlmond once again made the save, chasing Stevens from the ring. Despite the attack, Gomez defeated Gonzalez. Gomez was then scheduled to face both Stevens and Gonzalez in a handicap match at Steel Roulette with Stevens' International Championship on the line. On February 13 episode of Rage, Gomez defeated Brian Tobol by disqualification when Stevens and Gonzalez interfered and attacked Gomez, McAlmond came out to make the save and challenged Stevens to "be the champion" he says he is and accept making the title match a tag team match, Stevens however, declined. Later that night, Stevens continued the Corporate Family, causing Rex Martin to change the match and add McAlmond to the match. Adding the stipulation that if McAlmond was to get the pinfall Gomez would become International Champion, McAlmond seemed to agree with the stipulation and the title match was made a tag team match for the title at Steel Roulette.

During the second half of 2018, John Lehr served as the Co-Rage General Manager. During this time, Mad Hanson and Kevin McAlmond was on the receiving end of his authority along with Lehr's "family" including his daughter, Stevens, and Gonzalez, which also included John Lehr costing Hanson the World Championship at All Hail. The Wednesday before Soul Survivor, Hanson was attacked by three masked people and injured, being unable to compete at Soul Survivor in the Soul Survivor elimination match, McAlmond took his spot in the match. Hanson would return and put the blame for his injury on Kevin McAlmond, attacking McAlmond numerous times during matches, backstage and in the parking lot. At TLC: Christmas Horror Feast, Kevin McAlmond defeated Eric Stevens in a Christmas Chaos Tables, Ladders, and Chairs match, thus stripping John Lehr of his authoritative power, while keeping his Money in the Bank contract and earning another World Championship match at the World War, after the match Hanson returned from injury attacking McAlmond and putting him through the commetator's table to end the show. The following Wednesday after TLC: Christmas Horror Feast on Rage, McAlmond confronted Hanson about the attacks and showed video footage of John Lehr and Eric Stevens giving Gonzalez, Ryan Gleason and Brian Tobol the masks and attacking Hanson. Hanson continued to go at it with Gleason and Tobol over the next couple of weeks and a match between the Hanson and Gleason was scheduled for Steel Roulette. On the February 13 episode of Rage, Hanson confronted Rex Martin wanting both Gleason and Tobol at the sametime, Martin accepted and made the match a No Disqualification 2-on-1 handicap match.

On the World War pre-show, Nick Reimer defeated Ridge Blevins, Josh Hooper, Darrell Sydnor, Jr. and Aaron Schmalzried in a fatal five-way match to regain the WIW Dynamite Division Championship. On the February 7, 2019, episode of Dynamites Live, Blevins defeated Sydnor, Jr., Hooper, and Schmalzried in a fatal four way elimination match to earn another championship match against Reimer on the Steel Roulette pre-show.
