the Science Culture and Education Organisation is an organisation created via the II System ( Independant Iniatiative System). It promote Education, Science and Culture via differents acts, like opening of New Universities, Culture Consulate who will spread foreign culutre , via the creation of an IPWH List (Indepencent Pact World Heritage) and the attribution of a SCEO Label for project which meet SCEO aims.
National or International Projects could be sponsored by SCEO if they are technical, and teacher-training programmes; international science programmes; the promotion of independent media and freedom of the press; regional and cultural history projects, the promotion of cultural diversity; international cooperation agreements to secure the cultural and natural heritage and to preserve human rights; and attempts to bridge the world-wide digital divide purposes.

[edit] Indepencent Pact Cultural Heritage
To be a ICH-Site (Independant Cultural Site), the site must follow some criteria which will be determinated in a near future.
Being a ICH-Site help the country to gain the acess to SCEO Funds and Promotion. An ICH-site must follow some rules to still be an ICH Site.
ICH Site still the property of the country on whose territory the site is located, but it is considered in the interest of the IPON community and the World.
