Under the definitions of the legislation, Stingray has been granted absolute messiah status for a maximum of 6 weeks.
If he so chooses, and so long as it's implemented within the next half month, Stingray could build a database of every website visited by every Christian - and the policy would be immune from Congressional challenge even after the "surveillance gap" legislation reaches its sunset.
8) Martian Law Messianic Decision Directive 25
