The Machine Wars
Cyborgs may have existed before the Machine Wars began but they mainly consisted of the human rebellions in the Timesplitters War. Of them, Lazarus Mumble, Angel Forge, and Mordeccai Jones, and Genghis Kant. These cyborgs were during the Machine Wars on the human side. Strangely enough, most humans were cyborgs at that time.
After the Wars
After the wars, the only known cyborg character was right after during Robot Factory. The Machinist was a cyborg, but was on tha dark side. He does look very similiar to the rebels of the Machine Wars. His connection with Ultranet and the rebels are unknown.
