Dragons who have taken the Oath of the Dying Light dedicate themselves more than any others to unlocking the secret of Transcendence by pushing the envelope of what is possible with the Coils. They work not only to improve upon what has already been discovered, but to go much further, eventually introducing new Coils to the Ordo Dracul. The Twilight, or Azure, Dragons are, effectively, the research and development department of the Ordo Dracul. They work to develop new tiers of existing Coils, new Coils, and they are granted the authority to direct the study of other Dragons. They are the final arbiters in disputes of authority, and they act as a judiciary body for the Cov Structure The Sworn of the Dying Light are organised in a Guild structure. Newly Sworn Twilight Dragons are apprenticed to a Master. An Apprentice will often act as a research assistant in addition to his study with his Master, while his character is judged, and his capacity for contribution gauged.

The Master of an Apprentice is the sole judge of her Apprentice's readiness for promotion to the rank of Journeyman. Journeymen are granted far more leeway in their research, as this is a period of self-directed study. A particularly insightful, creative, diplomatic Journeyman who demonstrates excellent critical thinking skills may be selected to hold the position of Galliard.

A Galliard's task is to work to keep the Order from stagnation. To do this, the Galliard is called upon to question and challenge policies, methods, hypotheses, and lines of study, to point out alternative possibilities, and to identify risks and benefits. While the Galliard is called upon to act as a "Devil's Advocate", he is expected to always remain polite and respectful. A rude, crass, or disrespectful Galliard may quickly find himself dismissed from the post, in favour of someone with more refined manners.

Many Journeymen find themselves drawn to a particular topic of research, and may, eventually, write a dissertation on the subject. This typically takes anywhere from ten to 25 years. When the dissertation is complete, the Journeyman may present her dissertation to a body of Masters, known as a Twilight Council. In this closed-door session, the assembled Masters will question and challenge the thesis presented in the dissertation, and the Journeyman is allowed to defend her work. If the Twilight Council accepts the Journeyman's thesis defense, then she is granted the title of Master of the Dying Light.

Masters of the Dying Light have the authority to set policy for the research of individual Dragons, as well as the Order, as a whole. They are also called upon to gather in Twilight Councils, to select new Masters, and to appoint other positions of authority, such as Twilight Judges and Provosts.

A Provost has the primary responsibility of organising the Twilight Council. The Provost brings sessions of the Council to order, sets the formats and agendas of the meetings, and holds veto power over issues brought before the Council. The Provost also represents the Dying Light to the Sworn of the Axe and the Sworn of the Mysteries, keeping them abreast of the latest discoveries and research.

A Twilight Judge is the final arbiter in questions of authority. The Twilight Judge may intervene in any dispute that is not already being adjudicated, and may pass judgment on the matter without being asked. A Twilight Judge also holds the right to refuse to rule on a matter brought to her.
