TLC: Tables, Ladders, and Chairs will feature professional wrestling matches that involved wrestlers from pre-existing scripted feuds or storylines that play out on IWE's primary television programs, Raw and SmackDown. Wrestlers will portray heroes or villains as they follow a series of events that build tension and culminate in a wrestling match or series matches.

At Survivor Series, Roman Reigns defeated Dean Ambrose to win the IWE World Heavyweight Championship. Sheamus then cashed in his Money in the Bank contract and defeated Reigns to win the title. On the November 23 episode of Raw, it was announced that Sheamus would defend the title against Reigns in a Tables, Ladders, and Chairs match at the event.

On the November 26 episode of SmackDown, Dean Ambrose defeated Tyler Breeze and Dolph Ziggler in a Triple Threat match to earn a Intercontinental Championship match against Kevin Owens at the event. On the November 30 edition of Raw, however, The Authority stated that Ambrose's title shot would be null and void if Roman Reigns failed to defeat Sheamus in his WWE World Heavyweight Championship match in under 5:15 later that night, but Reigns won via disqualification.

On the November 30 edition of Raw, The Lucha Dragons and The Usos faced off in a #1 contenders match for The New Day's IWE Tag Team Championships, but New Day interrupted the match and caused a double-disqualification. Later, Stephanie McMahon decided that because technically neither team lost, The Lucha Dragons were put in the match for the titles at TLC. Likewise, The Usos would be added as well, but Roman Reigns had to win his match for the WWE World Heavyweight Championship later that night against Sheamus in under 5:15, which Reigns won by disqualification. On December 3, it was announced that the match for the tag titles would be a ladder match.

At Survivor Series, Charlotte defeated Paige by submission to retain the Divas Championship. On the December 7 edition of Raw, it was announced that Charlotte would defend her title against Paige at the event.

On the November 23 edition of Raw, Bray Wyatt and Luke Harper defeated The Dudley Boyz. On the November 26 edition of SmackDown, The Dudley Boyz defeated Braun Strowman and Erick Rowan by disqualification. On the November 30 edition of Raw, Tommy Dreamer returned to the IWE and joined The Dudley Boyz. Then Dreamer and Dudley Boyz and Harper, Strowman and Rowan fought to a no contest. On the December 3 edition of SmackDown, Wyatt defeated D-Von Dudley. On the December 7 edition of Raw, Rhyno returned to the IWE and joined The Dudley Boyz. Later in the show, it was announced that The Dudley Boyz, Dreamer, and Rhyno would face The Wyatt Family in a 8-man Tag Team Elimination Tables match at the event.

On the November 30 edition of Raw, Ryback defeated Rusev by count out. On the December 7 edition of Raw, Ryback and Rusev fought to a double count out. On December 10, it was announced that Ryback would face Rusev at the event.

At Hell in a Cell, Alberto Del Rio won the IWE United States Championship and joined forces with manager Zeb Colter, leading to confrontations with Colter's former protege, Jack Swagger. Though Del Rio ended his association with Colter on the December 7 episode of Raw, a title defense against Swagger in a Chairs match was scheduled for TLC.

On December 13, it was announced on IWE.com that Becky Lynch would face Sasha Banks on the TLC Kickoff show.
