Storylines
The card will include matches that result from scripted storylines, where wrestlers portray heroes, villains, or less distinguishable characters in scripted events that build tension and culminate in a wrestling match or series of matches. Results are predetermined by IWE's writers on the Raw and SmackDown brands, with storylines produced on IWE's weekly television shows, Monday Night Raw and SmackDown Live.
On the December 24, 2018, episode of Raw, IWE Chairman Vince Matteson announced that a new IWE Women's Tag Team Championship would be introduced in 2019. On the January 14, 2019, episode of Raw, on her segment "A Moment of Bliss", Alexa Bliss unveiled the championship belts and announced that the inaugural champions would be determined at Elimination Chamber in a tag team Elimination Chamber match, featuring three teams from Raw and three teams from SmackDown, making the championship non-exclusive to either brand. On the January 28 episode of Raw, the team of Nia Jax and Tamina and The Riott Squad (represented by Liv Morgan and Sarah Logan) won the first two spots by defeating the teams of Bliss and Mickie James and Natalya and Dana Brooke respectively, while Mandy Rose and Sonya Deville announced their entry the following night on SmackDown.
At the Royal Rumble, The Miz and Shane Matteson defeated The Bar (Cesaro and Sheamus) to win the SmackDown Tag Team Championship. On the following episode of SmackDown, a four-corners tag team elimination match was scheduled to determine the number one contenders for the championship at Elimination Chamber, involving The Bar, The New Day (represented by Big E and Kofi Kingston), Heavy Machinery (Otis Dozovic and Tucker Knight), and The Usos (Jey Uso and Jimmy Uso). The Usos would go on to win the match, thus earning the right to face The Miz and Shane Matteson for the championship.
At the Royal Rumble, Daniel Bryan retained the IWE Championship against KJ Styles with help from the returning Rowan. On the following episode of SmackDown, Bryan and Rowan threw the standard leather-bound title belt with metal plates in a garbage can and introduced a new custom belt made from hemp and wood. Styles then confronted Bryan, followed by Kevin Orton, Samoa Simpson, Josh Hooper, and Mustafa Ali. After an ensuing brawl, IWE Chief Operating Officer Triple K appeared on the TitanTron and announced that Bryan would defend the IWE Championship against Styles, Simpson, Hooper, Orton, and Ali in an Elimination Chamber match at the pay-per-view.

- ^ For Germany, it was feared that the name "Elimination Chamber" may remind people of the gas chambers used during the Holocaust.
