This seems to be the strangest part of the proposals, as it acts as a disincentive to people leaving (whereas normally the company benefits from older employees leaving to make way for younger (cheaper?) people.

I think we should try and ask for some movement on this - maybe retain the ERDF but at a revised rate (say 4% per annum) ?
