General Cyrus Vance is the supreme commander of the Pokeworld Defense Forces (PDF). After a somwhat normal military career, the General would be thrown into his leadership position during the Dark Perforation Crusade invasion of Pokeworld. Since then, he has distinguished himself as the greatest leader the PDF has had, reforming the long neglected army into a viable fighting force.

History
Early Years
Cyrus Vance was born in Goldenrod City, in the Johto region of Pokeworld, to a moderately well off family. His father, Bart Vance, was a Pokeball manufacturer, and his mother, Helena Vance worked for the Goldenrod radio station. Cyrus lived through several of the Team Rocket riots in his hometown, but usually tended to stay away from the criminal underworld's influence.
At 16, he met Julia Hall, who he would marry at 21. He attended Goldenrod University, where he majored in biology. Soon after his graduation, he decided to join the Pokeworld Defensive Forces, going through officer's training. Cyrus enjoyed military life, and showed some promise as a competent officer.
The Officer's Charge
Cryrus was never a distinguished officer, but given the reletivly small size of the PDF, his service was enough to allow him to rise through the ranks. His first assignment was clearing the Hoenn region's Slateport City of the gang wars between Team Magma and Team Aqua. His later assignments would be clearing out the last pockets of the two teams, which no PDF force ever truly has managed to do to this day.
Cryus was later shipped offworld as part of the PDF's military contrubtion to the Alliance of Worlds. Most of these conflicts were against the Space Pirates, who were just recently laying the groundwork for their infamous Metroid projects. Cyrus served in the legendary Battle of the Sapia Void, where he and his regiment fought in a three way battle between the Kriken Empire and the Space Pirates. Ultimately, the battle was a defeat for the Alliance of Worlds, but the fact he served in such a fierce conflict gave Cyrus notice among the PDF's command structure. From there, he would be promoted to Colonel, and granted command of the 252nd Regiment.
Cyrus would return to Pokeworld in 1991, where Team Rocket's influence would finally have expanded enough to warrant military action. However, corruption took hold in the upper ranks of the PDF, leaving Cyrus Vance at the whim of many Generals and Commanders whom were answering to Team Rocket. Cyrus himself was approached several times with buyouts by various Pokeworld gangs, to which he flatly refused. It may have been because of this that the 252nd would be stationed on the Cyndek border, with the duty of keeping watch for any humans attempting to get into the restricted zone, while the Pokeworld gangs were free to do their twisted bidding.
In 2000, Vance would be promoted to Brigadier General for his years of service to the PDF. As newer blood began to pour into the ranks of Pokeworld's military, the force began to take a more active stance against the gangs, and Cyrus once again saw action. Notably, he was the one to secure Saffron City in the Team Rocket Revolution.
When the Metal Wars broke out, Cyrus's only duty was orbital defense for the New Terra System, where Pokeworld lay. He only saw action in one battle, where the force he was serving with repelled a branch of the Copper Legion's invasion force attempting to break through the system's outer planets. Using specalized boarding parties, Cyrus's commanders plated tactical warheads inside the core Metal Army ships' primary AI cores, a similar tactic to that of the Mid-Rim Campaign. This scattered the outnumbered fleets in disarray, and ended the only major PDF battle of the Metal Wars before they could even get close to Pokeworld.
The Dark Perforation War
While several shock trooper forces were sent to aid in the final assault on Mekkai, Cyrus Vance and the command structure of the PDF stayed behind. Cyrus was stationed in Mauville City on a meeting with the city's mayor, while much of the officer's cadre were at a summit aboard the flagship Black Dragonite. During the summit, the Dark Perforation Crusade struck, annihilating the flagship and all top commanders of the PDF. Cyrus Vance was then left as the highest ranking surviving officer of the PDF.
After the shock wore off, his first priority was to strengthen city defenses from the invaders. He attempted to push out of Mauville City, but a primary wing of the invasion force managed to trap him there. Soon, aid arrived in the form of Tig and Lucky, two sentient Pokemon. After a fierce melee, the group broke through, and Vance moved on to Mossdeep City to coordinate the planet's defense from the closest central military instillation. It was there he learned that Metal Top lead the invasion force, and was at Stark Mountain.
Vance personally led the assault force to dispatch their leader. With the aid of Team TOT and several other elite volunteers, Cyrus smashed through Metal Top's most powerful guards until he was directly in his lair. After beating a Robot Mewtwo powered by a strange diamond, Metal Top retreated. Vance attempted to blockade his escape, but the strange Dark Perforation technologies allowed him to slip away. After narrowly avoiding planetary destruction at the hands of the diamond implanted in the corpse of the robot Mewtwo, Cyrus was left to begin reconstruction of the planet.
Meanwhile, Cyrus Vance was called before the Alliance of Worlds, being the only commander to have successfully pushed away the Dark Perforation, to head the force that was being organized against the Crusade. They ascertained the location of the Dark Perforation's central headquarters, but were unable to reach it by anything more than long-range slipspace probes. Meanwhile, the Dark Perfoation's invasion continued to ravage the fringe of Federation Space.
This would change when the Dark Perforation invaded Star World. Cyrus Vance ordered a force to break through the fleet besieging the surface, but was unable. Meanwhile, the SWDF managed to break through on their own accord, obtaining a working Black Hole Cannon, which could be used to send ships further than slipspace travel. Cyrus saw this as their chance to attack the Dark Perforation directly.
At an Alliance of Worlds summit at Mushroom Kingdom, Cyrus devised the attack plan for the assault. The SWDF and PDF fleets would use the cannon to slip past the defensive perimeter of the castle, and use what ships they had to hold back the Dark Perforation fleet while infantry, lead by specialized elite forces, would raid the castle. This group was slip into two teams, Judgment, which would break through the perimeter defenses, and Crusade, which would save captured prisoners hidden in the castle's lower levels. The two teams would then unite and attack the Dark Perforation directly.
Cyrus commanded the fleets during the assault, even bringing the experimental Hyper Beam Cannon, a ship-to-ship superweapon that could even break the solid defenses of the Dark Perforation ships. Even though they were outnumbered and outmatched, Vance held out long enough for the assault forces to kill the Dark Perforation's leader. Their entire army then faded from existence.
With the battle finally over, and the biggest threat to Pokeworld finally destroyed, Cyrus Vance ordered a memorial to be set at the former site of the Dark Perforation Castle. The ruined PDF Battleship Kanto would be remaining at the site of the battle, as a commemoration for the billions who fell in the war.
Post-War
Cyrus Vance continued to remain as Supreme Commander of all PDF forces, even after the war. He oversaw the complete restoration of Pokeworld after the invasion, and rooted out what corruption he could among the ranks of his forces. This lead to several assassination attempts, all of which were foiled by Cyrus’s guards. Luckily, the recent upheaval of nearly all Pokeworld criminal syndicates prevented them from politically removing the commander, despite repeated attempts by bought-out politians.
The General took a firm stance on defending the "reserve" areas of the planet set aside specifically for Pokemon civilizations, expanding no-fly zones and creating harsher penalties for trespassing on these areas. Cyrus was also one who supported the unpopular decision to limit the catching of "legendary" Pokemon, making it a criminal penalty to control one of these powerful beings. Later, a small Pokemon named Medullia would grow in popularity and scheme to take over Pokeworld. Cyrus Vance sent in a small squad to foil her operations, which succeeded.
Cyrus would also be a major player in a universal event involving the Galdenthane Wars, but events are undisclosed at this time.
Despite political backstabbings and his bold stance on the powerful criminal underworld, Cyrus Vance continues to be remembered as the hero who destroyed the Dark Perforation, and the pride of Pokeworld. With an army at his command, a prospering planet, and the entire Alliance of Worlds in his debt, it is obvious to see that this is only the beginning of Cyrus Vance's rise as a power to be reckoned with.
Personal Information
Personality
Cyrus Vance is a no-nonsense sort of General. However, not at stringent at other Generals such as Subsourian the Dark, instead occasionally showing a lighthearted side. He is ambitious, which can sometimes get him into trouble. Cyrus is not a tactical genius like many of the Alliance of Worlds commanders, and not as bold and battlehardened as others, but he has the ability to rouse his men even in the most crushing of circumstances. His reputation as the Hero of the Dark Perforation War makes him a legend among the men that serve under him.
Abilities
Cyrus Vance is a moderately well-built human. He possesses average strength, and a fairly sharp mind. For combat, however, he uses two specially designed Lightning Claws, which are made to punch through heavy armor. He is a fairly good shot with his pistol, which saved him during the attack on Maulville City.
Final Smash: Hyper Beam Cannon
Modeled after the legendary Pokemon attack, Cyrus Vance was the first to unveil the Hyper Beam Cannon when he used it to take out several Dark Perforation vessels in the final assault on their keep. Since then he has installed it on many of his ships.
While normally a ship-to-ship weapon, in extreme situations Cyrus will call down the weapon on ground targets. This weapon has a smaller radius than most orbital bombardments, but it has the ability to punch through almost all forms of shield and heavy armor. However, the recharge and reloading time of this weapon is considerable.
Family
Bart Vance
Bart Vance is Cyrus's father, and a Pokeball manufacturer for the Johto region. He has since retired from his career, and continues to live in Goldenrod.
Helena Vance
Cyrus's mother, who works for Goldenrod Radio. Unlike his father, even at her old age, Helena has yet to retire.
Julia Vance
Cyrus's wife, whom he has known since he was a teenager. Unlike her husband, she is very low-key and quiet, but worries for Cyrus whenever he ships out for another battle. Still, she is proud of his achievements, and lives with their son in Cianwood City.
Leon Vance
Leon is Cyrus's son, just now finishing high school. He feels pressured to join the PDF due to his father's high position, but still has not decided on joining. He takes pride in his dad and admires in his repuation as a war hero.
Items
Lightning Claws
Handcrafted and formerly a ceremonial Old Federation weapon, the Lightning Claws augment the wearer's strength tenfold. This gives Vance the ability to punch clean through armor, and devastate a lightly armored combatant with a single blow. Lightning claws are normally not used very much due to their reputation for shorting out on impact and electrocuting the wearer, but Cyrus thinks of them as a fitting weapon for a leader.
Plasma Pistol
A medium-ranged pistol, the plasma pistol shoots a glob of superheated energy at the target. This can dissolve most creatures’ flesh instantly, and burns holes through armored targets. Cyrus uses this as his primary ranged weapon, as though it's not very accurate, the sight of one firing is inspiring for troops around it.
Combat Underweave
Under his General's vestments, Cyrus has a bulletproof combat underweave. This can deflect most projectiles and melee attacks, but a particularly powerful strike may still be able to tear through the underweave.
Laspistol
A side-arm in case of accidents, the laspistol is the general Federation backup weapon used by most Commanders. Cyrus Vance is no expectation.
Other Combat Materials
Along with his weapons, Cyrus Vance carries around a field medical kit, his general's vestments, his array of medals and honors, and several other combat supplies in case of emergency.
Residence
Cyrus's home is in Cianwood City, where his wife and child grow up. For the most part, Cyrus stays in a field tent or command post, leading his men from a tactical position. Because of this, he does not get to see home all that often.
Interactions with other Characters
Lucky
Had it not been for Lucky, Cyrus's leadership position would have been short lived. He helped save the General at the battle of Mauville during the Pokeworld Invasion. Lucky, however, vanished shortly after the attack, which prevented Cyrus from properly congratulating him.
Tig
Like Lucky, Cyrus owes Tig a great deal durring the assault of Mauville. He has a feeling he will run into Tig sometime in the future.
Merty
While Cyrus was aided by Merty in the invasion, Merty annoyed Cyrus with his constant babble. He feels guilty for opening fire on him when Cyrus mistook him for a Dark Perforation Metal Pokemon, but he still prefers not to be around when Merty goes on his nerdy spiels.
Team TOT
Cyrus knows of the anti-military nature of Team TOT, and is saddened by it. He owes Team TOT not only for the defense of Pokeworld, but for being the heroes who physically killed the Dark Perforation, an honor many have mistakenly attributed to Cyrus. Still, should they ever call on the PDF, unlikely though it may be, Cyrus would answer quickly.
Danny
Danny annoys Cyrus. In the General's eyes, he's a vigilante Pokemon that stirs up more trouble than good. This is especially the case when involving his clones, Dark Danny and Metal Danny. Cyrus is hoping that with his two clones dead, Danny will stay off of Pokeworld and stop causing trouble. Having said that, Cyrus usually has his men track Danny when he goes on his personal missions, raiding the Team Rocket hideouts that Danny uncovers along the way for valuable intelligence.
Team Rocket
Even though Team Rocket's importance has waned over recent years, Cyrus Vance still regards them as the most serious threat to Pokeworld. The war against them has been more political than military, but for every lab they raid, Cyrus is able to oust more and more politicians and officers who have connections to the team. Eventually, Cyrus would like to see them disbanded, and will not stop until their leader is dead.
The Dark Perforation
While Cyrus never personally fought the Dark Perforation, he spent the entire war studying and plotting tactics against the beast. Finally, when the Black Hole Cannon was obtained, Cyrus himself led the final battle against his fortress. Even though he is indirectly to thank for Cyrus’s leadership position, Cyrus despised the Dark Perforation for his unprovoked attack on Pokeworld which cost the lives of thousands.
Metal Top
Cyrus personally fought Metal Top, who was leading the attack on Pokeworld. However, before he could kill the mechanical creature, Metal Top escaped. Cyrus would have his revenge in the final battle, though, where Metal Top was supposedly destroyed. Cyrus possibly hated Metal Top more than the Dark Perforation himself, but dismisses rumors that Metal Top may have survived the last assault.
Medullia
Cyrus sees Medullia as egotistical, power-hungry, and not even a remote threat to the security of Pokeworld. After a short raid on her base, Cyrus simply decided that her plots were too ill-funded and not well backed enough to take on the PDF forces. Thus, he continues to leave her alone, but still occasionally has sentries check to make sure she hasn't conspired with a greater evil.

- Cyrus Vance's appearance and weapons are based off of Vance Stubbs from Dawn of War: Soulstorm. In addition, his regiment, the 252nd Pokeworld Regiment, is based off of Stubbs's counterpart, the 252nd Kauravan Conservator Regiment.
