Pallon

Pallon is a large and prosperous nation which occupies the northeastern portion of the continent. It is bordered on the northeast by Urthos, its most steadfast ally (though the elves of Losthi can be depended on to help out in times of need as well). Pallon's southern border is somewhat nebulous: it is separated from the Dakzani Empire by the forbidding mountains of its Kashrak and Sulturni provinces.

The nation was founded four hundred and seventy years ago at the end of the Expulsion, as Gulzek personally intervened on behalf of peace between the Elves, the Bantlings and the Cerneen. He appointed Hakra the Chainbreaker, a Bantling, as the first Heiron of Pallon. She forged the six warring provinces into a cohesive whole and ordered the construction of a city at the site of Gulzek's revelation unto the armies, and it was her ingenuity(and that of Dimitri Greeneye) that defeated the surprise assault launched by Nere shortly after her appointment. She ruled for many years, carefully skirting the elven distrust of the Cerneen and Bantlings alike. After ninety two years, as she began to age faster, tension spread again through the land as powerful individuals jockeyed to succeed her. Gulzek would not allow such discord, and appeared a second time to his Heiron. Four months later, she gave birth to two Bantling children, named one Kralthos and the other Ursuna, and declared them the children of Gulzek and Kralthos her heir as the Heiron. He has ruled since her death three hundred and fifty years ago, and he is aging even more slowly than the elves he governs.

System of Government

Pallon is a benevolent and somewhat democratic dicatatorship. The older elves bear a strong dislike for the Cerneen and even the younger ones have trouble interacting with Bantlings. Kralthos' obvious divine nature has left many of the older elves questioning their god's wisdom, but no one can argue that he hasn't improved the quality of life for all the citizens of Pallon.

Kralthos rules Pallon through his military, which he has combined with the clergy and local police forces. He employs his army to guard Pallon's borders, to construct useful monuments (the army is fond of pointing out that they are the only military in the known world which feeds its people rather than taking food from them, having constructed Godsgate and its conjoining irrigation systems).

Each of the six provinces of Pallon has a council of three rulers. One is in charge of the province's military, one is in charge of diplomatic and trade relations with bordering nations and provinces, and the third represents the will of the common people (at least in theory).These three vote to pass laws or orders, and any of them may advise the Heiron of their province's situation through an enchantment placed upon the rings of their office.

Laws of Interest

  • It is illegal to possess most drugs in Pallon, with the exception of alcoholic beverages.
  • Travelling across a provincial border subjects one to a national trade tax, usually five percent of the monetary wealth each individual is carrying. The officers will also wish to examine weapons and trade goods.
  • Pallon has a trade embargo with Nere. If one is caught attempting to use Neran currency in Pallon it will be confiscated by the authorities and not accepted by most scrupulous merchants. The government melts confiscated gold down and remints it.
  • It is illegal to ride a dinosaur without a license unless one ranks as a Blade or higher in the military.
  • Civilians may not own or operate allosaurs or ankylodons. Especially while intoxicated.
  • Possession of Goblin-glass weapons is prohibited unless you're a citizen of Dakzan and can prove it.
  • Dueling is a legal manner of solving civil disputes. Duels and their terms must be registered with a Blade three days in advance, and must be held in a legally sanctioned dueling area. They may be fought to the blood or to the death, but either party may surrender at any time to end the duel (which counts as losing).

Ruler

Kralthos Dur Heiron rules over all of Pallon without question. His face is printed on one side of Pallonian coins, his holy symbol on the other. He is widely acknowledged as a demigod, and there are shrines to the Heiron located all over the country, often inside temples to his father. He has performed several miracles, but reminds his followers often that while divine blood burns in his veins, someday it will consume him entirely.

Since his appointment, Kralthos has codified the duties and rights of the Heiron against the day of his demise. He has written laws of succession which grant the rulership of the nation to his sister upon his death, or to his firstborn child if the gods should see fit to grant him one (so far they have been unobliging). Rulership then devolves upon the high priest of Gulzek.

Current State

Food is plentiful, crime is low, the southern borders are well-guarded, and there is plenty of time for the arts. Other than the ever-present low boil of tension between the elves and the Cerneen, there is not much in the way of political strife.
