He appointed [[Hakra the Chainbreaker]], a [[Bantling]], as the first Heiron of Pallon. She forged the six warring provinces into a cohesive whole and ordered the construction of a city at the site of [[Gulzek]]'s revelation unto the armies. She ruled for many years, carefully skirting the elven distrust of the [[Cerneen]] and [[Bantling]]s alike. After several human generations and ninety two years, as she began to age faster, tension spread again through the land as powerful individuals jockeyed to succeed her. [[Gulzek]]would not allow such discord, and appeared a second time to his Heiron. Four months later, she gave birth to two [[Bantling]] children, named one Kralthos and the other Ursuna, and declared them the children of [[Gulzek]] and Kralthos her heir as the Heiron. Pallon is a benevolent and somewhat democratic dicatatorship. The older elves bear a strong dislike for the [[Cerneen]] and even the younger ones have trouble interacting with [[Bantling]]s. Kralthos' obvious divine nature has left many of the older elves questioning their god's wisdom, but no one can argue that he hasn't improved the quality of life for all the citizens of Pallon.
