Dwayne is the testosterone filled, emo/angry Gemini of Sydney, Australia. He is intolerable to most people, driving them away with his rotten exterior, and equally rotten interior.

Dwayne can manipulate the luck of whatever he can see outside of a small radius around himself. (Basically, he makes shit fall apart, or go perfectly smoothly. He prefers the former.)
Anything within his small radius gets doses of bad luck proportional to the amount of luck he manipulates. (Basically, if something is near him when he makes shit fall apart, it falls apart too.)
The fact that all of this bad luck in his life hasn't killed him yet has given him the notion that he is too unlucky to die.

His parents, the open-minded free-thinkers that they were, named their firstborn "Dwayne Fucking Manly". They stated to their family that it was their way of rebelling. Against what, they never quite said. Some people said it was common sense. Oh well.
When he was six, they found out that he was going to be a key figure in the end of the world from a friend of the family who was a dreamseer. Instantly believing it was true (at this point, people were starting to replace free-thinking with un-thinking), they informed their son, and started preparing him for the fate they assumed he would get. After all, what sane person would choose to destroy the earth? They were 100% sure Dwayne would be an Angel.
Time went on, and Dwayne started noticing that he was having worse and worse luck. Not only that, but he could see the luck of things around him in a way. It took him awhile to start changing things, but he did. And oh how he did.
More time passed. He grew up with his brother, sister, mom, and dad. He got various jobs in underground gambling circles. His ability to change fortunes fast allowed him to scrape up enough cash to live off of. Then the end of 1998 came. Oh how it came.
Knowing quite well he was screwed, he started venting all of his frustrations against Angels, and his supposed Kamui, Sokaris Valerian. He got into several heated discussions with Rin Stevens that escalated into fights. After Sokaris made the choice to become an Angel, Dwayne started venting his frustrations against everyone. He had spent so much time thinking he was going to be an Angel that he then was lost.
After assuming a false spot among the Seals, he set about trying to extinguish the Angels. His first success was using his luck manipulation to stop the brakes on Rohan's motorbike, causing her to lose control, and zip into incoming traffic.
He has spent much of the war at odds with the Angels, but the recent discovery that Sokaris was a fake, and Monty siding with the Seals, he has now become the head of a group that he hates (the feeling being mutual).
[edit] Personality
The list of various things that are wrong with his personality can go on for quite some time. He is arrogant, thick-headed, stubborn, a sore loser, a sore winner, angry, whiny... Yeah, there's a reason so few people like him when they get to know him.
Redeeming qualities? He has morals. He doesn't follow those morals, or regret breaking them, but he does have them. Somewhere. Somewhere very deep inside. Maybe.
When he was a (fake) Seal, his motivation was simply to spite Sokaris by keeping the buildings standing. He didn't care about humans at all, thinking that eventually, anyone could become a replacement. He would have killed the whole of humanity to keep the barriers standing.
Now that he's an Angel.. he's still a bit confused.
He hates anyone who is Kamui for the most part. He believes that people shouldn't pick other people's destinies, and that God should do it. He sympathises with anyone who is a Gemini for the most part, regardless of which side they are on.
