There is usually one in every city, and they are usually channeling their own level of crazy in the face of oncoming events. In World Resolution, they are very rarely taken seriously. Until shit happens.

Dreamseers can forecast future events through the dreamscape and communicate with other dreamseers in their dreams. They have also been known to have telephatic powers.
