Cape Verdeans have long since left the rest of West Africa behind in terms of development. Prime Minister António Lopes has encouraged lobster and tuna fishing, fish processing, and tourism. Other agricultural gains are impossible, due to the lack of water. Cape Verdes can suffer from drought and is 80% dependent on food imports today. Because efforts to join the EU continue to be rebuffed, Lopes is focusing on a developing a strong position within ECOWAS.
