The cost for Lightning Reflexes is 1 Character Point for +1 initiative for all actions; 2 Character Points for +3 initiative for a single action or maneuver.
A note on the logic behind this: Lightning Reflexes is officially built as Dexterity, (Only to act first in a Phase, -1). Dexterity is so useful and contributes to so many things – Speed, OCV, DCV, Dex rolls, Dex-based Skill rolls, and Initiative – that this Limitation should be worth far more than -1. The cost presented here reflects a Limitation value of -2.
