The Sacred and Ancient Rite of the Scaled Dragon of Damascus
Founded in Paris, in 1719, over interpretation of the first of the Principia Draconis.
This Rite holds that until a Dragon had achieved the rank of Master and taken a Great Oath, she should effectively remain a servant of her elders. Young Dragon's desires and pursuits should wait until the Dragon has proven over time her absolute loyalty to mentor and covenant. This is effectively an extension of the Sworn of the Axe obedience structure to the entire covenant in Academies organized according to this Rite.
Pomp is quite common in Damascene Academies, which have a notably Middle Eastern flavor.
