The Chaos Theory (2023) is the seventh Chaos Theory professional wrestling pay-per-view (PPV) event produced by WIW. It will be held for wrestlers from the promotion's Rage and SmackDown brand divisions. The event will take place during Labor Day weekend on Saturday, September 2, 2023, at the Gallatin Speedway in Belgrade, Montana, and will be the first Chaos Theory held since 2020. It also marks the first Payback held on a Saturday and in September. The theme of the event is wrestlers seeking payback against their opponents and causing them chaos while doing it.

Chaos Theory is a professional wrestling event that was established by WIW in 2013. The concept of the event is the wrestlers seeking payback against their opponents. The event continued annually until 2017, but was discontinued a first time until it was reinstated in 2020, but was again discontinued. On June 16, 2023, however, WIW announced the revival of the event, with the seventh Payback to take place during Labor Day weekend on Saturday, September 2, 2023, at the Gallatin Speedway in Belgrade, Montana and feature wrestlers from the Rage and ShowDown brand divisions. This will subsequently be the first Payback held on a Saturday and in September. Tickets went on sale on June 30.

The card will include matches that result from scripted storylines, where wrestlers portray heroes, villains, or less distinguishable characters in scripted events that build tension and culminate in a wrestling match or series of matches. Results are predetermined by WIW's writers on the Rage and ShowDown brands, while storylines are produced on WIW's weekly television shows, Wednesday Night Rage and Saturday Night ShowDown, however being that the event is on Saturday, ShowDown will take place on Friday instead of the usual Saturday.

It was announced on August 22, 2023 by WIW's website that the event will see the debuts of Allorah Cheyanne and the Michigan Tattooed Vixens (Julia Hunt, Taylor Crawford, and Hannah Crawford) in some type of capacity.
