The card will comprise matches resulting from scripted storylines and have results predetermined by IWE on the SmackDown brand. Storylines are produced on IWE's weekly television show SmackDown Live.

At SummerSlam, Jinder Mahal defeated Shinsuke Nakamura to retain the IWE Championship due to a distraction from The Singh Brothers (Samir and Sunil Singh). On the following episode of SmackDown, as retribution for The Singh Brothers costing Nakamura his IWE Championship match, General Manager Daniel Bryan scheduled Nakamura to face The Singh Brothers in a handicap match that Nakamura won. Afterwards, Mahal attacked Nakamura, but Nakamura countered with the Kinshasa. On the August 29 episode, Nakamura and Kevin Orton defeated Mahal and Rusev. After the match, Orton attacked Nakamura with an RKO. A number one contendership match between Nakamura and Orton was scheduled for the following week, in which Nakamura defeated Orton to face Mahal for the IWE Championship at Hell in a Cell. The next two weeks, Mahal and The Singh Brothers made fun of Nakamura and mocked his facial expressions and signature poses. Nakamura responded and said there would be no jokes when he wins the IWE Championship at Hell in a Cell.

At SummerSlam, Commissioner Shane Matteson was the special guest referee for the United States Championship match between Kevin Owens and KJ Styles. During the match, Owens had gone for the pin, but Shane saw that Styles' foot was on the bottom rope so he ordered the match to continue. A frustrated Owens shoved Shane, who shoved back, providing a distraction to allow Styles to pin Owens and retain his championship. On the following SmackDown, Shane allowed Owens one final shot at the U.S. title and also allowed Owens to pick the special guest referee for the match; Owens picked Baron Corbin. During the match, Shane took over referee duties after seeing poor officiating from Corbin (who subsequently walked out on the match) which caused a confrontation from Owens. This allowed Styles to take advantage and pin Owens to retain the championship again. Two weeks later, after a brief confrontation with Owens, Shane got into a fight with Owens after warning him not to talk about his children. This caused Shane to be suspended indefinitely by orders of his father, IWE Chairman Mr. Matteson, to General Manager Daniel Bryan. The following week, Mr. Matteson made his first SmackDown appearance in four years and called out Owens. When Owens complained about Shane attacking him, Vince reinstated Shane and scheduled the two for a Hell in a Cell match at Hell in a Cell. Owens agreed on the condition that Vince give him his word that he could beat a Matteson senseless if he was provoked. The two shook hands, but then Owens attacked Vince. Vince refused to be carried out on a stretcher and walked out of the ring with his daughter Kaila Matteson (in her first appearance on cable television since WrestleMania 33), who helped him to the back. The following week, Shane responded and said that he would give Owens a beating at Hell in a Cell. Owens, via satellite, said that he apologized for attacking Vince, but blamed Shane for his actions.

At SummerSlam, The Usos (Jey and Jimmy Uso) defeated The New Day (Big E and Xavier Woods with Kofi Kingston) to regain the SmackDown Tag Team Championship Two weeks later on SmackDown, The Usos defeated The New Day in a non-title match where the winners chose the stipulation for New Day's championship rematch. The Usos decided on a street fight, which took place on the special Sin City SmackDown on September 12 and branded as a Sin City Street Fight. In the ensuing fight, The New Day defeated The Usos to reclaim the SmackDown Tag Team Championship. The following week, The Usos issued their championship rematch for Hell in a Cell.

At SummerSlam, Natalya defeated Naomi to win the SmackDown Women's Championship. On the August 29 episode of SmackDown, Naomi informed Natalya that she invoked her rematch for the September 12 episode, where Natalya retained. The following week, as Charlotte Flair was delivering a promo in regards to her father Ric Flair's recovery, she was interrupted by Natalya. Charlotte subsequently challenged Natalya for the SmackDown Women's Championship only for them to be interrupted by Becky Lynch, and then Naomi and Tamina. General Manager Daniel Bryan then came out and scheduled a fatal four-way match between Charlotte, Becky, Naomi, and Tamina where the winner would face Natalya for the championship at Hell in a Cell. Charlotte subsequently won the fatal four-way to become the number one contender.
