[edit] Background
On the July 11 episode of Raw, Vince Matteson would appoint Shane Matteson as the commissioner of SmackDown and Kaila Matteson as the commissioner of Raw, before tasking them to name the general manager of their respective shows. On the July 18 episode of Raw, Mick Foley was announced as the general manager of Raw and Daniel Bryan as the general manager of SmackDown.
On July 17, IWE announced on their website the rules of the draft; Raw would get the first overall pick, as well as recieve three picks for every two that SmackDown get. Tag teams will count as one pick unless the commissioner and general manager specifically want one member of the team. Six draft picks will also be made from the NXT roster.
