Production

Background

Steel Roulette is a gimmick event first produced by the American promotion WIW in 2010. It has been held every year since, except in 2016, generally in February. The concept of the event is that one or two main event matches are contested inside the Elimination Chamber, either with championships or future opportunities at championships at stake. The event will air on pay-per-view worldwide and will feature wrestlers from the Rage and ShowDown brands. It was also announced that the February 17 episode of Friday Night ShowDown (originally live on Saturday) would air live from the same venue. Premium hospitality packages went on sale on October 28 before general public tickets became available on November 18.

In 2011 and since 2013, the show has been promoted as "No Escape" in Germany as it was feared that the name "Elimination Chamber" may remind people of the gas chambers used during the Holocaust.

Storylines

Steel Roulette will include matches that result from scripted storylines, where wrestlers portray heroes, villains, or less distinguishable characters in scripted events that build tension and culminate in a wrestling match or series of matches. Results are predetermined by WIW's writers on the Rage and ShowDown brands, while storylines are produced on WIW's weekly television shows, Wednesday Night Rage and Friday Night ShowDown (originally live on Saturday).

Months before World War, it was revealed that there would be at least 3 (possibly 4) Elimination Chamber matches taking place at Steele Roulette. On February 1, it was announced that Justin Eldridge would defend the United Nations Championship inside the first Elimination Chamber, marking the first time for the title to be contended in the match. Qualifying triple threat matches began on that night's episode of Rage, with Kooper McAlmond, Pat Morgan and James Alexander earning their spots in the match by defeating Keith Coleman and Matt Borske, Daniel Gonzalez and Eli Eason, and Charlie Lynch and Michael Fonger, respectively. The last two qualifying matches will take place on the following week's episode of Rage with David Ramsey vs. Jeremiah Lawrence vs. Daniel Gonzalez in the first triple threat match, and Aaron Kelly vs. Stephen Amell vs. Josh Erickson in the second triple threat match.

On the February 1 episode of Rage, WIW official Rex Martin announced that due to the women's World War Rumble match winner choosing to challenge for the WIW Heavyweight Women's Championship at SuperBrawl XV, Willa Holland's challenger for the WIW World Women's Championship at SuperBrawl would be determined by an Elimination Chamber match, consisting of wrestlers from both Rage and ShowDown. The first qualifiers were confirmed as the four runner ups in the women's Royal Rumble match: Jenna Lilley and Brooke Wright from Rage, and Sarah Grobel and Lacie Brenton from ShowDown. The fifth and sixth spots were decided in two fatal four-way match. The first match took place on the February 4 episode of ShowDown, with Beatrice defeated Michelle Skuletich, Chantia Hilger and Taryn Schultz. The second occur on the February 8 episode of Rage between Kim Hazlitt, Jess Andriolo, Tessa Smith, and the returning Kadee Jones.

On February 2 via WIW website, WIW official Rex Martin revealed that the third Elimination Chamber match would be a tag team match, no teams nor a title or contendership was announced at the time of the announcement. On February 4 via WIW's website, The Wolf Pack was the first team to be added to the match due to their win at World War. On the February 4 episode ShowDown, Wright of Storm (Scott Wright and Harlan Storm) defeated Ryan Borske and Tyler Erickson to be the second team to qualify for the tag team Elimination Chamber match.

After Martin McAlmond retained the WIW Heavyweight Championship at World War, The McAlmonds (TJ McAlmond and Brad McAlmond) and Dylan McAlmond attacked Martin's opponent Dustin Simpson, while honorary The McAlmond Bloodline member Jared Hunt watched on, until Undisputed WIW World Heavyweight Champion and Martin's real-life brother, Kevin McAlmond attempted to make the save but was attacked by Eric Stevens and the reformed Evolved Revolution before being left to be beaten down by the McALmonds Bloodline. Later that night, Kevin McAlmond was able to retain the Undisputed WIW World Heavyweight Championship over Daniel Mazurek. After the match, The McAlmond Bloodline and Evolved Revolution attacked both Kevin and Mazurek. As Martin was about to attack a defenseless Mazurek with a steel chair, Hunt pleaded with Martin to stop. Martin then instructed Hunt to attack Mazurek with the chair to prove his loyalty to the McAlmond Bloodline. After being berated by Martin, Hunt turned on Martin and attacked him with the chair instead. Hunt apologized to TJ for his actions only for Brand, Dylan, and Martin to attack Hunt and continued attacking Kevin, who kept getting up. An emotionally distraught TJ, who initially took a liking to Hunt, saw the assult on Kevin as well, watched on before leaving the ring as the rest of The McAlmond Bloodline continued the assault on both Hunt, Mazurek and Kevin. On the following episode of ShowDown, as Martin tried to address the events at World War, Hunt attacked Martin from behind and state that he initially did not want anything from Martins, but now he wanted the Heavyweight Championship. TJ was absent from the episode, and Brad and Dylan attacked Hunt, only for Kevin McAlmond to attack Dylan and Brad while Martin watched from the ramp before turning towards Martin and telling him that it was about time tha the "fully" Unified the titles and challenged Martin to step inside the Elimination Chamber with all the titles on the line against five other guys to see if "Big Brothers really got IT". This gave Dylan and Brad a chance to get back up and attack Kevin, while also continuing to attack Hunt and Martin accepted both challenges, stating that since Hunt hurt his Family and Kevin won't join the family, he would hurt both Hunt's family, while also hurt his own brother in front of their family at Steel Roulette, but only if Kevin can pin him will the titles be fully unified. On the February 8 episode Rage, after Eric Stevens confronted Kevin McAlmond about being one of the participates in the Elimination Chamber, who agreed. However, WIW official Rex Martin would come out and tell Stevens that he felt he didn't deserve to be just added to match and set up a qualifying match against former Evolved Revolution member Josh Erickson, Stevens defeated Erickson due to outside interference his group and was then added to the match.
