Background

Over the Limit will feature professional wrestling matches that involve different wrestlers from pre-existing feuds, plots, and storylines which are played out on IWE's primary television programs. Wrestlers portray villains or heroes as they follow a series of events that build tension and culminate in a wrestling match or series of matches.

The feud stemming from Raw pits Dustin Simpson against the General Manager of Raw and SmackDown John Laurinaitis. The day after Simpson lost to The Rock at WrestleMania XXVIII, he was greeted by a returning Rob Lesnar, who attacked Cena. It was revealed that Laurinaitis hired Lesnar to replace Simpson as the face of the IWE and take him out at Extreme Rules. While the match was brutal and offense was heavily in Lesnar's favor, Simpson was able to make it through the match, though with heavy damage, especially to his left arm. The next day on Raw, COO Triple K disputed that Lesnar's contract and demands did not go through him and thus if Lesnar wanted to stay in the IWE, he would have to sign his original contract without the demands. Lesnar then attacked Triple K, thus putting his negotiations on hold. Distraught by this, Laurinaitis, with some advice from his Executive Administrator Nicole Bergman, decided his next course of action when deciding Simpson's next opponent. He came out to tell Cena who his opponent will be, to which Lord Tensai appeared. Upon staring down Tensai, Laurinaitis attacked Simpson and revealed that Laurinaitis himself will be his opponent for the pay-per-view. The IWE Board of Directors issued the stipulation of the match that the only way to win is by pinfall or submission no Superstar or Diva will be allowed ringside with interference resulting in automatic termination. In addition, if Laurinaitis loses this match, he will be fired.

Another feud from Raw involves IWE Champion Justin Eldridge against former World Heavyweight Champion Kody Brown for Eldridge's IWE Championship. Following the Extreme Rules pay-per-view where Eldridge defended his title against Khris Jericho and Sheamus defended his title against Brown, John Laurinaitis decided Eldridge's next challenger via a series of Beat the Clock matches. In the final match involving Brown and Jerry Lawler, Brown defeated Lawler in the fastest time to earn the championship match against Eldridge at Over the Limit.

The main feud from the SmackDown brand would see Sheamus and Alberto Del Rio facing each other at the event for the former's World Heavyweight Championship. After defeating Kody Brown in 18 seconds at WrestleMania XXVIII to win the title, Sheamus faced a returning Del Rio in a non-title match on the April 6 edition of SmackDown, where the latter defeated Sheamus via disqualification to earn a future match for the World title. Sheamus defeated Brown at Extreme Rules to retain his title and end their rivalry, thereby allowing Del Rio to utilize his title shot opportunity against Sheamus at Over the Limit and for Brown to focus on his IWE Title match against Justin Eldridge. On the May 7 episode of Raw, Khris Jericho, Sheamus, Kevin McAlmond, and Alberto Del Rio faced each other in a tag team match. Khris Jericho pinned Sheamus via a Codebreaker after Sheamus kicked McAlmond in the face by accident. They got into an argument to see who should be next in line for the World Heavyweight Championship in Mr. Laurinaitis' office. He then announced a Fatal-4-Way match for the World Heavyweight Championship at Over the Limit. which was originally a one-on-one match between Sheamus and Del Rio for the championship.

During the pre-show, Zack Nuss is scheduled to wrestle Kane.
