The third, and highest publicly accessible, deck of the Tower is mostly taken up by the Training Hall, with other facilities arranged in a ring around it. In clockwise order: the primary medical bay, the Archives, the primary prismatic processing core, the control room for the Training Hall, the secondary prismatic processing core, and the backup Archives. A powered walkway runs around the ring, between the Training Hall and the outer facilities. Access to and from decks 4-7 is via lifts near the medical bay, while access to and from decks 1 and 2 is only via a lift inside the control room, which lift requires authorization to use and is mostly limited to the bridge crew.
