A month and a half has passed since the incident in the Arklay Mountains. The remaning S.T.A.R.S members have been trying to convince the citizens of Raccon City that what happened in the mansion is true but they have mostly been met with skepticism. The police chief Brian Irons was forced to disband the S.T.A.R.S unit becuse of their stories and because he felt that they were making fools out of the Raccon City Police Department (RPD).

That was one of the reasons why this crisis has gone this far. The zombies have taken over about half the city and the RPD has been nearly powerless to stop them. But now the zombies have massed into a giant horde and are making their way down main street and this may be the RPD's chance to destroy the undead forces. If not destroy, then at least cripple them. A giant road block has been set up at the main street and the police have gathered all their forces there including the newly founded SWAT-inspired Select Police Force which replaced the S.T.A.R.S. unit. Also Umbrella Corporation, the major corporation in the city, has sent in their own special forces U.B.C.S. (Umbrella Biohazard Countermeasure Service) to aid in the operation as well as evacuating any remaning civilians in the city.
