Born in Los Angeles, California, Phillipa is the youngest daughter of software designer David Phillipa and theater actress Ingrid Ann (nee Jones). She has two older siblings. On her father's side, Phillipa is of German descent, and on her mother's side, she is of primarily Dutch and Irish ancestry.

Personal life
On March 12, 2012 before Phillipa made a debut as an actress she attended a Minnesota Timberwolves basketball game and was photographed to be accompanied by professional basketball player Kevin Love, although at the time she was unidentified. According to Love in December 2014 they have been in a relationship since late 2011 and are often spotted together in White Plains, New York.
