On the west side I might suggest Monroe, Oregon. It's also small and is ptrety close to Western Oregon university .Are you even from Oregon?  Monroe is at least 70 miles from Monmouth, Oregon.  You have no idea what you're talking about, do you?  Monmouth wouldn't be a bad place to pick though, to answer the original questions.
