a) What is the issue? Is it ethical for the US to mandate what the article is talking about?

OK
The article discusses the problem of overpopulation and immigration. I don't think it is ethical for the government to tell a couple how many children they are allowed to have, however they should be informed of the effects having numerous children would have on the economy. I don't think it is fair to prevent immigrants to come to the US and better themselves, however it is not fair for Americans to have to suffer because the United States is allowing other people to come in and use the natural resources.

b) What groups are not supporting the legislation? Is is ethical for the groups to want to stop the legislation that has been proposed?

OK
The conservatives do not agree with the legislation, this is a problem and either way results in an unfairness to some group, I don't think a legislation should be passed until both groups agree and come to a compromise however, that will be hard to do if it ever does happen.

c) Which side is right? Or more right? Is there a right?

OK
In this instance I don't think there is a right because no matter what the decision there is a downfall that punishes others the treats them unfairly.

d) What might be a solution, or is there a solution to make both sides happy?

OK
I don't know that there is a solution to this problem. I think the government could educate people on the problems of to many children and possibly put a number on the amounts of immigrants each year, but I still don't think that is fair everyone.
