A) The articles point of view is whether or not we should allow people to build their houses on costal property. It pertains to the population because they are the one buying these house that are near the oceans and because of four environment (like Hurricane Katrina) they are the one having to pay for the repairs on their houses when they get damaged by natural disasters. As to ethics, we need to let then decided whether or not they want to rebuild but we can decide to have then rebuild their homes with strong building codes, (they must withstand the high winds and be high enough above the storm surges.

B) Since Chinas population is growing they are trying to conserve energy and try to be more energy efficient. The reason they are having this problem is because it has a booming population and they want to also watch their environment. They are trying to reduce waste and at the same time improving the safety and security of its own energy related industries. (What they really need is oil and gas because the coal is putting carbon dioxide into the air, but oil is getting harder to come by) The ethics of this is that its great to see them try and do something about, even if they far away from the answer they are needing, hopefully they don’t give up.
