Pick up the phone and dial 911.

You grab your phone and try to dial 911, but you don't have any bars for signal. You move around the apartment, and can't seem to get even a single bar. Maybe it's the cloud cover. It is raining outside in a torrential downpour. You go over to the kitchen and pick up your land-line, and there's no tone there either. Something isn't right. No signal on either phone?

You slip on your shoes and stuff your phone and keys in your pocket, just in case, and then head back into the living room. You notice an emergency broadcast on the television, grab the remote, and turn the volume up. A well dressed man sits at a news desk, and you catch his report half way through:

"...are asking citizens to remain indoors, and please lock yourself in. Do not try to leave your homes for any reason, save for a medical emergency. Police and Emergency Responders are currently at capacity, and are working around the clock to discover the source of-"

And then the power goes out. Just like that. You can hear a woman's voice next door laughing. A methodical laugh if you've ever heard one.
