Drive back and look closer

You turn around and drive slowly back along the bridge. You have to drive the wrong way, but you're fairly sure you're in no danger of running into anyone. You come back to where you think you saw someone along the bridge. You stop your car, get out, and look around the edge of the bridge. You don't see anything, and are about to turn around, when unusual catches your eye. On the ground near the edge of the bridge, you see what looks like a pocket knife. You pick it up and see that while it doesn't have knife, it does have a folding fork and spoon. Both of these look to be well worn, as if they've seen quite a lot of use. Written on the side, faded almost to the point of illegibility, is the following:
