I have plans for the French, but haven't sorted out my plans for Callisto yet. Is Callisto realy covered in oceans?

Oops. Forgot. :P Better scratch the France page, too. Yep, Callisto is covered in unbroken ice, and appears to have liquid water beneath the crust.

No, you didn't, but it's OK. Do the following,a nd it all becomes Canon:
1) refer to Callisto as a Moon not a Planet 2) Explain somewhere why in the intervening 200 years how it was used by the other powers, and how it became an ocean moon
then you're allowed to make all the stuff you said happen, because it's cool.

Planet or Moon
Isn't Callisto a moon not a planet?
