Basically, people in this Ancient China will have Very Limited Magical Ability. So anything you have in canon is severely weakened. Almost to the point where it doesn't exist. For example, Lelouch's Geass would be reduced to making people run small errands for him (or something like that) - something that he would be able to do just in the nature of his position, so it's ... not really effective, Geass. Summons - don't work. Elemental magic - okay, you can start a fire without a flint since we're all lazy (but then, really, how often do people play out starting fires).
