Philosophy
Tamaki is a very idealistic person. He wants to spread love and beauty everywhere. Genuinely concerned for the welfare of his "subjects," his main goal is to make people happy. By unifying the states, Tamaki feels that he will be able to do so. (Also, since he's got a pretty big (and volatile) ego, he thinks he would be the best emperor because he is so smart and handsome.
