Elled is a country in North America run by Mad Scientists. They are located north of Svensylsquatostan and Gal-Zabor, west of The Great Waste and south of Canada. It also has unoffical ties on all levels to the CSA.

General History

Elled is a haven to mad-scientists, people who's affinity for science creates near magical effects. Created by the Mad Scientists Union in as a way of eluding state-sponsored restrictions on what they do best, the technology development is pretty much anything-goes, so you could find anything there. Until the formation of Svensylsquatostan as part of the fallout of The Pineapple War, it had only one minor problem, Gal-Zabor, and could afford to ignore it. Unfortunately it has several problems. The one it now considers the biggest is Felina. In fact, cats are the only anthromorph that aren't welcome there. Elled has a high-level of technology and is skilled at using holography for illusions. They believe that they are fighting for survival against the catkin.

Government Workings

Elled is run by an oligarchy of sorts. This major decision making part of this oligarchy is known as the Mad Scientists Council. In order to get a place on the council you have to be a Mad Scientist. While not all mad scientist will serve on the council, when the occasional election arises all Mad Scientists get a vote.

The council is in theory led by the PM, although given the nature of the council this means he leads them when they allow themselves to be led. The current incumbent is DA

The Foxkin have a pressure group which tends to overstretch themselves and cause resentment. They call themselves The council of the Winds. This is not to be confused with the SvensylSquatostan council of the same name. It is an entirely different beast.

Military, and Enforcement

Being surrounded by countries larger than itself and havin regular plagues of were-wolverines Elled stands ready to defend itself from any threat. Elled's military when fully mobilised is large for its population, since only part of it comes from voluntary recruitment. But because of necessity almost all people have served time in the army and thus most are well trained.

Elled's high level of science and the existence of weres enables it to have very specific special ops forces. On the military weres tend to to fall into three roles - Spies, Spec Ops, or commandos, depending on the forms and mooncurses they have.

The Spec Ops teams, known as GraveSearchers, are so called since they are often used to scout out dead bodies, mostly for dissection, but occasionally for re-animation. This has always been one of major bones of contention between GZ and Elled.

Elled has a very large and effective spy network, in almost all the countries in the War. Since the change of leadership in Felina, and ejection of humans, the Elledian spy network there has been pretty much destroyed, and is only now even becoming vaguely effective, thanks to the efforts of Diana Middleton.

Technology and Magic

Ignorant people claim that Elled uses Magic for a lot of what they are capable of. While this is more true than most Elledians would like to believe, it is far less true than most outsiders realise. Elled relies on a high level of kept knowledge, a ramshackle collection of genius inventors known as Mad Scientists, and there expert manipulaion of light. Still Elled has effectively no magic. Or at least that's the official position.

Elled did have a larger grasp of Magic before the Fall, however Elled has not had good experiences with magic. A lot of there Junker tech was lost in the fall, though only two Junker lines continue. One is the Saral line and the other the Ferret line. Equally offputting is the Dark Magic used by Blood Sorcerors who perform nasty rituals to gain their power.

Also hidden., though somewhat less common is Wind magic. Those foxkin with are gift for that usually leave and never come back. No human with a gift has ever been found in Elled, but then no-ones looking for them.

Weres and Anthros

A wide range of weres and anthros exist in Elled. While cat-anthros are not accepted in Elled anynmore, were-cats are allowed though they have some rather strong restrictions upon what they can do.

Elled contains a fair amount of Foxkin, but since fox is a fairly popular anthro form, it is difficult to tell how many fox-anthro's are foxkin and how many are TF'd. (Were-foxes never made it to Elled because of one of their practical jokes backfiring) There is a way to tell Foxkin apart from TF'd foxes. This has lead to two different sayings depending on the attitude of the speaker. "Can't twist their tail." tends to be used to imply shortcomings and is often used by racist weres and anthros especially towards foxkin. The more progressive suggest that the aformentioned people should be on the reciving end of a "Foxkin tail squad." Implying that they need to be hit with several cluebats repeatedly.

While Elled can create anthros, even to one that looks like a catkin, they have a problem when magic gets involved, especially when the magic is central to the "race" in question. As a result they cannot TF zombies, catkin, foxkin nor weres.
