After doing well in high school he graduated from the Wharton School at the University of Pennsylvania with a BS in Economics with a concentration in Business and Public Policy in 1982. However, he decided that the business world wasn't for him and entered Temple Law School. Tim graduated in 1985, and went to work in the Philadelphia Court of Common Pleas.

Cargill worked in local judicial realm until 1992, when he moved on to try his hand with the Philadelphia Chamber of Commerce. By this time, he was a fairly well known name in his corner of the city, and (already being without a soul thanks to Wharton) he decided to seek a career in politics.
