Victoria Kellogg (born November 5, 1968) is the United States Secretary of State under President Jack Pizzuto. She previously worked in various positions within the State Department as a Researcher for the RAND Corporation’s Central American Demographic Research Program.
Biographical
Victoria Kellogg was born in Albuquerque, New Mexico on November 5, 1974. Her mother worked at the Albuquerque museum and her father worked for Northrup Grumman just outside the city. Thanks to growing up with neighbors that hailed from Spain and Panama, Victoria developed a love for the Spanish language and culture. She pursued that love through high school language courses and at the Instituto Cervantes. High school also cemented her interest in politics where she was heavily involved with student government and the debate team.
Victoria attended the University of New Mexico where she earned both a bachelor’s degree and a master’s degree in Political Science. During her summers, she took classes at the Instituto Cervantes and worked as an intern. During the summer before her last year of college, Victoria took an internship with the Independent Institute, a think tank in Oakland, California.
After graduation, she left home for George Washington University where she obtained a Masters of Public Policy and a Ph.D. in Public Policy and Administration. Victoria was asked to take a position in the United States Embassy to Panama where she assisted in the Political/Economic Section. Several think thanks had also pursued Victoria and she eventually took a position as a Visiting Fellow with the American Enterprise Institute. She stayed at that Embassy to Panama until 2001 when she was offered a position at the State Department’s Bureau for International Narcotics and Law Enforcement Affairs. In 2006, she moved to the United States Permanent Mission to the Organization of American States where she worked as a Counselor to the Permanent Representative. After her stint with the Mission to OAS, she took a position with RAND Corporation, working in their Central American Demographic Research Program.
Victoria has been married to Paul Kellogg since 1993. They live in Loudon County Virginia with their three Irish Setters.
Tenure as Secretary of State
President Jack Pizzuto originally nominated former Speaker of the House Marcos Sarmento as his choice for Secretary of State. He nominate Ms. Kellogg after the Senate failed to confirm Mr. Sarmento. After an uneventful hearing process, the Senate confirmed her as the Secretary of State.
Upon taking office, Kellogg inherited the deteriorating situation with Mexico. Though she played only a minor role in securing the return of American hostages from Mexico. President Pizzuto publicly thanked her for her help in averting an armed conflict with Mexico. Shortly thereafter, she was heavily involved in assisting President Pizzuto in negotiating a treaty with Mexico and newly-elected President Cardenas of Mexico.
