Biography

William Reynard was born in Mercer Island Washington in 1952. His Parents were students who moved there shortly after leaving the University of Washington. His father Clark Reynard and his mother Jean were both active in Socialist and Communist political circles in Washington during the 50s and the Anti-Korean war peace movement. Their radicalism was rather costly and lead to their discharge from the academic community during the Red Scare. Clark took his family to India to continue his work as a Sociologist and William who was known to his mother and family as "Fox" spent time during his early childhood living in India and going to a Mission School. The family was able to get some work teaching at the American University of Cairo in the mid to late 60s where they remained until the 67 war. In 1968 Clark and Jean moved back to the United States with a sun who had spent 13 of his 18 years living outside of the country of his birth. His Parents joined the "Free Love" movement and became the Grandparents of the Commune they lived in eastern Washington. His senior year young Fox was given his first exposure to America outside of the loving arms of his parents. He saw the world of his parents and the America of their vision did not equate with the reality that seemed to exist. With his 18th Birthday William made his first move outside of the bubble of his Parents and enrolled in College.

He graduated from Stanford University in 1972 with a Degree in International Relations and a minor in Japanese language. He began the greatest sin to his Parents by Joining and later becoming President of the College Republicans at Stanford University in 1972 as well as joining the United States Navy ROTC. He was Initiated into the Order of DeMolay while in California at college further distancing himself from the worlf of his parents and becoming his own man. He was given an extension as he enrolled at the University of California @ Los Angeles Law school gaining his Juris Doctrate and being commissioned as a Marine Jag Officer and was stationed in Japan in 1975. Though his Jag work took him to South Korea, Japan, and the Phillipines. He worked primarily as a Defense Attorney. However he eventually rose to the Rank of JAG Judge handling cases of Naval and Marine Jurisdiction in East asia. During his time working For the Navy he met a young Ms. Hiroko Yamada. This Japanese American of Japanese Orthodox Christian background worked in the United States embassy in Tokyo. The two began a love affair which lead to William eventually converting to Christianity And the start of their 22 year long marriage. Their marriage has been blessed with three children. A Daughter Kara who is a graduate student at the University of Chicago, a son Daniel who is a Freshman at the University of Virginia, and a Son Douglas who is a Junior in High School

William was an active Freemason while in Japan eventually rising to the rank of Most Worshipful Grand Master of the Grand Lodge of Japan. He was active on the Scottish Rite at a Jurisdictional level in Japan holding an honorary and briefly active 33* on the Supreme Council of Japan. His active work in Freemasonry continued on his return to Washington State after his discharge from the Marine Corp where he has served as Grand Worthy Patron of the Eastern Star, Served as a potentate of the shrine, and is one of the Active members of the International Supreme Council of DeMolay International. Though he often Strenuously disagreed with some of the Directions presented by his fellow Supreme Council members in Washington State. He was for numerous years the attorney of record for the Scottish Rite scholarship foundation of Washington. He has been an active fundraiser for RiteCare of Washington. He served on the board of directors of CHILDREN IDENTIFICATION PROGRAM sponsored by the Grand lodge of Washington. He was a member of the board of trustees of the Masonic Retirement home in Washington State while Grand Patron of Washington. And served as a member of the Public Schools Outreach committee of the Grand Lodge of Washington. He also actively worked with the Special Olympics. He was at one time a member of the board of the Christian Community Hospice.

He moved to Bellvue Washington near where he grew up and worked his way into the Court System as a Washington State Jurist. Working his way up to the Eastern King County Circuit court and the King County Superior Court where despite his conservatism and Republican standings he became the presiding Superior Court Jurist. In addition to being an active Fund raiser in the King County Republican party he was also active in other local political affairs. He worked on; the Cedar County Washington Movement, Skykomish County Washington Movement, and the Cascade County Committee. He was a legal adviser on Initiative 200. Among other major Washington state Initiatives he was active politically on was I-1000 (No campaign),I-957 (no), I-937 (yes),I-933 (no albeit reluctantly), and I-912(aye). In 2004 Judge Fox won a tight election for Congress and was elected Congressman over the Conservative Suburbs outside Washington (1) and Washington (3). He was however greatly disappointed in the outcome of the 2004 Governor's race. He was one of many elected Republicans who counciled Rossi in private to move forward with a appeal to the State Supreme Court.Judge Fox found Washington and the congress to be a very different thing then i seemed when he first ran for Congress. He was one of the members of congress who stood against George W Bush when he nominated Harriet Miers, Julie Myers, though that attitude mattered less from a congressman. Hurricane Katrina disillusioned him on the quality of President Bush's leadership further. He was willing to side with Democrats on the Dubai ports deal which he felt was poorly thought out. While Pro-Life he stood against the moves some Republicans made on the Terri Schiavo case. "I am not going to second guess a judge or a husband who has more exposure to who Terri Schiavo was then I am." He stood steadfast against the Amnesty and saw the 2006 losses.

In his second Congress Congressman Reynard tried to call on a complete ouster of the leadership that lead the GOP into its loses in 2006 but fought to make himself a loyal member of the opposition. But when members of Congress went to man the Barricades to fight over energy policy and oil drilling Congressman Reynard was on the Barricades. In the Republican Primary he started out as a Fred Thompson supporter but the collapse of the Thompson campaign gave him hope of Rudy Gulianni making it to the Caucus and Primary in Washington. He voted for Thompson in the Primary but in the Caucus in protest of the options left to Republicans he voted for Ron Paul. He was one of the Republicans who stood up to Both Bail-Out votes. "This isn't going to solve the problem, It's not going to fix anything, and it'll probably make it last longer." He worked for John McCain after Sarah Palin came to the campaign fighting hard to see them elected as "The best option we have in this election."

And the age of 58 Fox has reconciled with his Parents who went from Hippie-communist radicals to activists supporting Micro-Credit in South Asia and has found the great swamp of DC not to his liking.

He opposed the Pelosi Bail out that came following the Election of President Obama and the Second credit bail out that came as well. He fought against the Frank-Webb act, The winfall profits tax, and the Cap and trade proposals of the administration .

2010 Elections

After a bad political year for Republicans in 2008 Congressman Reynard became focused on getting out of Washington DC. He announced his intent to run for Governor of the Northeast. The Democrats fielded a primary with Zach Flint and Victoria von Doom

The race was marred by a general lack of campaign money. The choice was how to best organize his campaign resources, when to organize them, and how to guess when his opponent organized them. The Reynard team decided to focus on getting the organization out relatively equally. They guessed the organization of the Flint campaign would do a similar strategy. The reality is the flint campaign focused most of its ground resources on Washington State and Oregon. The choice of where to put the campaign resources was agreed to by the whole Reynard team though the grass roots coordinator privately put most of the blame on himself though Congressman Reynard told him not to.

In the race he focused on a better knowledge of the laws following regionalization and was ready for a magnanimous victory. Following several grotesque lies and misrepresentations made by Flint on the campaign trail Congressman Reynard decided not to take a Magnanimous concession. "I didn't choose to lie about him, so I'm not going to start lying about him just because he got lucky." he said to his staffers as they developed their concession strategy.

House 2011-2013

House leadership elections

William had been a voice for a different direction in house leadership for some time. With both he and Congressman Seong licking wounds from their gubernatorial defeats he discussed the hypothetical situation of the future house leadership with him. The two made an aggressive push on the leadership team when it was clear the House Republicans regained their majority.VKM and Kyle Baccei both stood up for speaker as well but Congressman Reynard won a rather sizable percentage of the vote. With Congressman Seong he began to work out the new house congressional agenda.
