The Birth Crisis

It was ironic that exactly 100 years after the Spanish Flu devastated the world another virus spread across the Earth, leaving a path of death behind it. The First Horseman virus, a airborne form of bird flu that jumped to humans, overwhelmed the healthcare systems around the world. It wasn't long before the Second and Third Horsemen, War and Famine, came along. Governments reeling from the devastation began border wars in attempts to get more resources. The world's population fell to a billion and a half.
The midwest of the United States was relatively safe from war and famine, but the virus hit hard. Now two years later, life has resumed some normalcy.
High school is much as it has been for nearly a hundred years. Smaller classes, fewer teachers, unused classrooms, but the rhythms of teenaged life were very similar.
After Home Room, an assembly was called. THe school funneled into the auditorium. On the stage were the principal and his staff, as well as three people in dark suits, a woman and two men. Once everyone settled, the principal called for quiet on the loudspeakers. It takes a few tries but eventually she succeeds.
"Hello, thank you for coming. These people are from something called The Proliferation Project. This is Captain Emily Ross, Director of The Proliferation Project." She gestured at the darkly dress woman, who waved and nodded. "She's going to talk to you about a new program being instituted in this school. Please give Captain Ross your full attention."
The Principal stepped away from the mic and turned it over to the Captain. The other woman briskly walked to the podium and adjusted the mic stand. She was six inches taller than the principal.
"Good morning, students. As you know, since the Horseman Virus, we've been struggling to maintain and grow our population. The CDC has determined that fertility has been somewhat affected. This is where the Proliferation Project comes in. By increasing the frequency of sexual intercourse, we feel that we can reverse the trend." The Captain paused and took a drink of water, while the students murmured among themselves. She cleared her throat and everyone quieted. "For the next three weeks, each female that is at least a week after the end of her estrus will be having sex with several partners. These partners have been selected for each student, male and female, from a battery of psychological tests that were given the student body over the last year as part of your post-apocalyptic counseling."
