Personality
Kuukaku is a strong-willed, ill tempered character. She is also abrasive, brash and bitter. She is also protective of what's left of her family, Ganju, even though she seems to treat him like crap. She is mistrusting and dangerous and just as likely to invite you in for a drink as to tell you to fuck off when she meets you. If she doesn't like you on first meeting, its hard to get in her good graces, but then again, its also hard to tell if she likes you...
Powers and Abilities
Canon: While she does not seem to be a shinigami, she is in possession of a strong reiatsu- she knows high level Kidou and a Kidou that seems to be only in her family, dealing with her fireworks and explosives. She also has a zanpakutou which she rarely uses, but will when pissed enough.
AU: {Within S1!Universe} Kidou is reduced rather significantly. Can only make small explosive devices, instead of freakin' CANNONS. Can't release zanpakutou and flash stepping is a problem.
History
Kuukaku is the sister of Ganjuu, with a shinigami brother, Kaien, who is now deceased. One of her main quirks is that she continually moves her home around, and it never looks the same because of some kind of paranoia over something the audience isn't aware of. She is a friend of Shihouin Yoruichi and seemingly it is found out later in the filler arc, Urahara Kisuki. It is to Kuukaku that Yoruichi brings Ichigo and Co. when their original means of entering Seireitei is closed to them. Kuukaku is a member of the Shiba clan, one of the five former noble clans, of now there are only four. The Shiba clan has been dishonored and cast from the walls of the Seireitei to live in the Rukongai. They are outcasts and don't seem to care.
Kuukaku happens to be a creator and dealer of fireworks/explosives. She also just happens to own a cannon (Kakaku cannon) that, with correct preparation, can propel an object (or in this case, objects) through the protective barrier that guards Seireitei from all around. She is an expert at what she does and the head of her family and clan, much to her brother's pain.
