Oulu is a city and municipality of about 130,000 inhabitants in the province of Oulu and the region of Northern Ostrobothnia, in Finland. It is the largest and most important city in Northern Finland and the sixth largest city in the country. Its population growth rate is almost comparable with that of the Helsinki Metropolitan Area.

Dalleer visited Oulu for a week in the year 2008 during his national service in the Finnish Defence Forces. Assuming the personality of H.C. Traveller yet again, he went on a drunken tour of duty across at least seven different bars and night-clubs in the downtown area. At one point he was also spotted at a fashion show's audience during the lingerie exhibition taking place in the Oulu Radisson SAS hotel - drinking White Russians and cheering uncontrollably. It has also been confirmed that he interacted briefly with Finnish model Satu Tuomisto - who apparently signed an autograph on Dalleer's beret.
