Originally, Stephanie had no weapons. She couldn't afford any.

Once she became acquainted with Robin, she got smoke bombs, a grappling hook, and little spiky things she once used to take out some tires on a truck.

After she got acquainted with Batman (Robin #87), he gave her the entire Bat-arsenal, a kevlar costume, del-cel jumplines, grappling hooks, smoke bombs ect. She was never seen using a batarang, though she once asked Batgirl to teach her how to use one.
