Steph met Ted (well, attacked him, then met him) breifly in The Robin 80 Page Giant: Nature's Bride. Though initially upset with her for attacking him (she thought he was hurting Black Canary, see. But they were just training) he eventually warmed up to her and even helped her convince Dinah to take Steph on as an apprentice.
