From Softwaremetrics

Software Size Measurement: A Framework for Counting Source Statements Technical Report, presents a framework with a standard way to count source code.

This framework could be compared with GQM

GQM
Framework
Phase 1. Planning Begin a project using the framework.
Phase 2. Definition Fill Definition Checklists and add supplemental rules as needed
Phase 3. Data collection Using the Recording forms Provided by the framework. If supplemental rules exist extend the provided tool
Phase 4. Interpretation Using the Reporting forms

This framework could help us with it's provided tools when we need to measure code. Nevertheless the framework appears to be a heavy weight for small software companies.

It could be useful to determine what are developers have being doing right and what not, when it comes about coding. Then is more like a postmortem tool than a development cycle companion. On the other hand, this kind of metrics could be useful at the beginning of a legacy system maintenance project.
