Excel's stated mission is to minimize tape casualties and prevent the curse from spreading. The group possesses advanced technology and several large derrigibles. It originally appeared as a violent and unpredictable militia. The command structure has been unstable in the past. A rouge faction of the organization calling itself the "Ziggist Order Party" exterminated several RINGS, bombed the Tape Busters Manhattan H.Q., and murdered countless other individuals.
