This was found while we went driving around with a simple analog video receiver. This device had a few thousand feet range and overlooks a back lot to an apartment complex, specifically the garbage dump and car lot.

The camera seems to be made by a company called VITEK which is an industrial CCD camera manufacturer. The main site can be found here Vitek CCD
