Omega was not dead, he was surviving in the black hole through sheer will, no body, just spirit.  He managed to try and get out once or twice, but nothing much came of it.  If we were to follow canon, we would move onto the Arc of Infinity, during Fifth Doctor's reign.  Omega  managed to use a psychic imprint on the Doctor, alerting Gallifrey to his prescence.  The orders were sent out to exterminate the Doctor and, long story short, Omega was running around in a Fifth Doctor outfit whilst being chased by the Fifth Doctor.  He was finally shot down when it was revealed he was reverting back to Black matter and, when he did so, would take half the universe with him.  However, this hasn't happened because I'm evil.  In this character's reality, his psychic imprint worked and he evaded the Fifth Doctor.  His plan had been flawless- he wasn't reverting, and after a few days of looking like Peter Davidson, he woke up with his normal appearence- same face, same personality, same God of Time Lords.

His birthname is Peylix.  If you looked up his name in the Prydonian archives, you'd find very little.  When the three were still at school, Peylix cheated on his final exam.  He invented a small gadget (and at such a young age too!) that made a two minute examination last two years for him- for everyone else it seemed like two minutes.  He was caught and given the lowest grade ever- grade Omega.  It stuck to him, and soon Peylix was almost a boogeyman story that was used for naughty children.

Peylix Omega, Time Lord Supreme

Personality

Egotistical sarcastic son of a bitch who is seriously BETTER THAN YOU. I mean seriously, he invented time travel, if it wasn't for him the Time Lords would not exist. He was one of the Triumverate and you should respect him, if not worship him for that.

Omega has a tendancy to look down on everyone. Seeing as he was practically worshipped on Gallifrey, and was part of the group that ran it, he has become rather full of himself and is still getting used to the fact that he is a) on Earth, and b) having to fend for himself. In his time, Earth was a planet of prehistoric apes that meant very little unless you wanted a good laugh. that's the outwards appearence anyway. Inside he's a mess. He's half in awe and half very very pissed off and twisted. having been in a black hole for two thousand years, he's getting used to everyday things- the sun, the sky, trees (though they don't taste very nice), food, the basics.

However, the anger is a problem but is only directed at Rassilon and Gallifrey. He believes he was "pushed" by Rassilon, which is reason one for his anger. The second reason is a bit more substantial. Omega was in his Black Hole for two millenia- he's angry that no one came to get him, and that it seemed Gallifrey had just moved on without him, and that most of the things he had done had been "covered up" by Rassilon. All he'd gotten was a statue in the Prydonian Academy and the odd mention in a text book- even The Other had a holiday in his name (otherstide). So, screw you Gallifrey, Omega will fart in your faces.
