Ability Activation is the ability to jump-start laten abilities into the reciever.
Details
It is as of yet unknown how this ability functions, although it may involve activating previously unused neural pathways in the brain leading to unknown dormant abilities. This ability has been shown to be both always active (affecting people without the user having to make any concious decision to) and active by force of will (the user has to make a concious decision to "turn on" their ability.)
Limits
One with this ability could not give a normal person abilities - they must have some hidden dormant powers of their own for the ability activator to "unlock".
