The Two-Power Aeronautical Act, passed in 1986, dictates the minimum size possible of The Prevanian Air Fleet.

  • The Prevanian Air Fleet must be either:
    • 10% bigger than its nearest ALLIED Air Fleet.

Or:

    • 10% bigger than the combined Air Fleets of any two non-Allied nations.
